The program develops brackish groundwater resources and the reverse osmosis treatment facilities needed to make that water drinkable.
Phase 1 covers planning, engineering, design, permitting, and development of the initial brackish groundwater supply and treatment infrastructure — including production wells, conveyance facilities, and the reverse osmosis treatment system.
