Reports To: City Manager
Under the general direction of the City Manager, the Community Development Compliance Officer serves as the Department Head for Community Development Services. This position is responsible for policy development, budget management, administration, and operational oversight of the department. The officer supervises two staff members (Health Officer and Permits Clerk) and manages an annual budget of $175,000. The role involves coordinating departmental functions, ensuring compliance with city ordinances, and advising on local and regional community development issues.
Plan, organize, direct, and evaluate the work of the Community Development Services Department. Develop, implement, and monitor long-term plans, goals, and objectives.
Supervise the code enforcement division, establish performance requirements, monitor staff performance, and provide feedback for improvement.
Represent the City at Board of Adjustments, Planning and Zoning, Substandard Structure Board, and City Council meetings; advise on community development, environmental, and infrastructure planning issues.
Conduct field investigations and inspections of properties for violations of the Substandard Structure Ordinance and other City codes. Issue and post warning notices, notices of violation, corrective orders, and related documentation.
Conduct on-site inspections to ensure compliance with city ordinances, building codes, and state or federal regulations.
Provide accurate and timely interpretations of codes and ordinances to construction professionals and the general public.
Schedule and attend meetings with consultants, developers, contractors, and city staff as necessary.

Read and interpret legal documents and construction plans.
Follow oral and written instructions accurately.
Type and enter data efficiently.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships.
Obtain Incident Command System (ICS) certifications 100, 200, 300, 400, 700, and 800.
High School Diploma or GED.
Associate’s Degree in Business Administration, Public Administration, or related field and three (3) years of advanced secretarial, public relations, or related experience, including one (1) year in an administrative secretarial role; or equivalent combination of education and experience.
Specialized certifications may be required depending on area of assignment.
Valid Texas Driver’s License or available alternate means of transportation.
Pass pre-employment drug screen and criminal background check.
Minimum of three (3) years’ experience in a construction-related position; experience with plan reviews and inspections preferred.

Lifting/Carrying: Occasionally – up to 25 lbs. (files, boxes, equipment).
Reaching/Bending: Occasionally – retrieving materials from cabinets/shelves.

Vision/Hearing/Talking: Constantly – inspections, computer use, vehicle operation, and communication.
Endurance/Stamina: Frequently – 8–12 hour workdays in high-demand environments meeting strict deadlines.
