Position Overview
The City of Beeville is seeking a highly responsible and experienced Finance Director to lead and manage the City’s Finance, Purchasing, Utility Billing, and Payroll operations. This leadership role oversees all financial activities including accounting, auditing, budgeting, investments, purchasing, grant administration, and compliance with municipal financial standards.
The Finance Director ensures the integrity of the City’s financial systems, provides strategic guidance to City leadership, and supports all departments in budget development and financial planning.
Essential Duties & Responsibilities
- Directs the daily operations of Finance, Purchasing, Utility Billing, and Payroll.
- Manages departmental facilities, equipment, and budget.
- Supervises, evaluates, and supports departmental employees.
- Leads hiring, promotion, training, and disciplinary processes.
- Oversees training and professional development for finance staff.
- Assists with the development of the annual operating and capital budgets.
- Works with all City departments on budget preparation and financial requests.
- Ensures compliance with financial requirements for all City-administered grant programs.
- Makes recommendations regarding the City’s depository services.
- Assists with the disposal of surplus City property.
- Serves as the City's financial representative to BEIC and BWSD Board of Directors (if applicable).
- Authorizes and signs City checks.
- Invests City funds in accordance with the adopted investment policy.
- Manages the City's fixed asset system.
- Performs additional duties as assigned.

Required Knowledge, Skills & Abilities
- Strong understanding of generally accepted accounting principles (GAAP) and municipal financial management.
- Thorough knowledge of modern office procedures, computerized accounting systems, and ERP platforms.
- Strong fiscal management, budgeting, and auditing skills.
- Knowledge of local, state, and federal laws related to public finance, investments, and reporting (including GASB).
- Ability to hire, supervise, train, and motivate staff.
- Excellent written and verbal communication skills, including the ability to present complex financial information in a clear, understandable manner.
- Ability to work independently, solve problems, and develop creative solutions.
- Ability to maintain positive working relationships with City staff, elected officials, government agencies, and the public.
Education & Experience
- Bachelor’s degree in Accounting, Finance, or related field and at least four (4) years of financial management experience OR equivalent combination of education and experience.
- Five (5) years of municipal finance experience preferred.
- Minimum of three (3) years supervisory or managerial experience required.
- CGFO or CGFM certification strongly preferred.
- Must be bondable.
Minimum Employment Requirements
- Valid Texas Driver’s License or ability to obtain one within 3 months.
- Pass a pre-employment drug screen and criminal background check.
- Demonstrated proficiency in written and verbal communication.
- Accurate data entry and ability to prepare financial reports and records.
- Proficiency with Microsoft Office and basic ERP platforms.
- Ability to complete FEMA ICS 100, 200, 300, 400, 700, and 800 certifications.
