JOB SUMMARY:
The intent of this job description is to provide a representative summary of the major duties and responsibilities of this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

Performs highly responsible managerial and supervisory work in directing the City's Finance, Purchasing, Utility Billing, and Payroll operations. Manages the day-to-day operation of the Finance Departments, including accounting, auditing, budgeting, investments, purchasing, grant research and administration, and management information systems in accordance with city policies and procedures.

Supervises 3.5 employees

 ORGANIZATIONAL RELATIONSHIPS:
 
1.  Reports to: City Manager  
 
2.  Directs:      Staff Accountant, Payroll Coordinator, Accounts Payable Specialist and Part-time Purchasing/ Inventory Clerk 
                      
3.  Other:     Works closely with departmental employees, other department heads, the City     Attorney, Beeville Economic Investment Corporation (BEIC), Beeville Water Supply District, security brokers, financial advisors, Auditors, general public, statewide organizations and associations, and representatives of state and local government agencies. 

ESSENTIAL FUNCTIONS:

  • Manages the facilities, equipment and budget of the Finance, Purchasing, Utility Billing, and payroll operations;
  • Supervises and evaluates subordinate employees;
  • Responsible for personnel decisions including but not limited to Interviews, hiring, promoting, and discipline of employees;
  • Oversees the training program of departmental employees;
  • Assist and helps lead the preparation of the city's annual operating and capital project budget.
  • Assist all City depts. with their budget preparations and requests as part of the budget preparation team.
  • Oversees, directs and reviews compliance of appropriate financial requirements, reporting, and research for grant programs administered by city.
  • Makes recommendations for the award of depository.
  • Assist with the disposal of surplus City property.
  • Serves as City's financial representative to BEIC (Beeville Economic Investment Corporation, and BWSD (Beeville Water Supply District) Board of Directors if applicable.
  • Authorizes and signs city checks;
  • Invests city's funds in accordance with the City’s adopted investment policy;
  • Oversees the city's fixed asset system; and

QUALIFICATIONS REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Extensive knowledge of and ability to: apply generally accepted accounting procedures and financial management principles and practices with special knowledge of municipal accounting/reporting.
  •  Thorough knowledge of: modern office procedures and equipment, including extensive knowledge of computerized accounting systems.
  • Good working knowledge of: fiscal management and budget preparation and controls.
  •  Knowledge of: state and federal laws applicable to administrative, investments, and fiscal regulatory functions.
  •  Ability to: hire, supervise, train, support and motivate employees; communicate effectively orally and in writing and to present complex financial data in a format and manner which is easily understood by a non-financial audience; work independently and creatively; establish and maintain effective working relationships with other city employees, City Council, other governmental officials and the public; and maintain appropriate necessary certifications.

 ACCEPTABLE EXPERIENCE AND TRAINING:

  • A bachelor's degree in accounting or finance and four (4) years’ experience in financial management.
  • Five (5) years’ experience in municipal finance and at least three (3) years’ experience in a position with managerial and supervisory responsibilities.
  • or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
  • Certified Government Finance Officer (CGFO) and/or Certified 
  • Government Financial Manager (CGFM) certification strongly preferred
  • Must be bondable
  • Federal, State and local laws and ordinances including GASB

MINIMUM REQUIRES FOR EMPLOYMENT
EDUCATION, EXPERIENCE, AND CERTIFICATION

  • Valid TX Driver’s License / ID or the ability to attain in 3 months
  • Bachelor’s degree in finance or related field and five (5) years of increasingly responsible accounting experience including three (3) years of administrative and supervisory responsibility in accounts payable, payroll, fixed assets, accounts receivable or related function or equivalent combination of education and experience.
  • Must pass a pre-employment drug screen and criminal background investigation 
  • Must demonstrate proficiency in both oral and written communication with accurate spelling and data entry
  • Ability to prepare records, reports and other budget and financial documents neatly and accurately
  • Operate standard office equipment.
  • Basic knowledge of Microsoft Office and other ERP software
  • Ability to solve problems
