Professional Overview
Andy Joslin is a seasoned public-sector executive with more than three decades of experience in city management, public safety, and municipal operations throughout South Texas. He has served as City Manager in multiple communities, including Floresville, Alice, Balcones Heights, and most recently Beeville, guiding organizations through periods of growth, transition, and recovery.

City Management & Operational Leadership
Throughout his career, Andy has led large municipal teams, managed multi-million-dollar budgets, and strengthened city operations to improve efficiency and service delivery. His experience includes overseeing budgets of up to $29 million, managing hundreds of employees, maintaining essential services during critical events, and restructuring departments to enhance organizational effectiveness.

Financial Stewardship & Economic Development
Andy has secured more than $4 million in grants and external funding supporting infrastructure improvements, water system upgrades, and community development initiatives. His leadership has also advanced economic development efforts, contributing to multiple large-scale residential and commercial developments across the communities he has served.

Public Safety & Law Enforcement Experience
In addition to his city management background, Andy brings extensive law enforcement and public safety leadership experience. He served with the City of Floresville as Assistant Chief of Police and Narcotics Task Force Commander, providing him with a well-rounded perspective on public safety operations, municipal finance, and organizational leadership.

Community Involvement & Education
Andy has remained actively engaged in community leadership through organizations such as the Floresville Lions Club, Chamber of Commerce, Parks Foundation, Rotary, and local economic development boards. He is a graduate of Wayland Baptist University and the FBI National Academy.

Role as City Manager
As City Manager, Andy implements the policies of the former and current City Council, oversees all municipal departments, supports staff in serving the community, and promotes the City’s vision among employees. Under the Council–Manager form of government, the Mayor and City Council are elected by citizens, while the City Manager serves as Chief Executive Officer and the City Attorney as Chief Legal Counsel. Eight department heads report directly to the City Manager.
